Very useful idea and for the most part, very easy to implement.
There are problems. Minnowbooster and stmartsteem for instance refund if they cannot implement the bid. When the user makes many attempts, there can be many refunds. If the author has multiple posts that are being implemented, there is no way to attach the refunds to the correct bid, so this leads to ambiguities that programmers really don't like to work with and publish.
That said, it's a well thought out idea, yet it has been discovered even the poorest math student finds out quickly they do not have as much as they started with seven days later.
