Water flows now. 2 sections cleared, one more passing under the concrete steps is just partially clear, but water can now drain. I'm not sure how to clear the pipe beneath the steps completely. It is not smooth pipe, but rather that horrible corrugated and perforated Big-O pipe. There could be roots going through the penetrations. Those would need to be cut off somehow.
