I don't think it's a bad idea
However, what plans have you on ground to make the ID card effective already?
We all have blogs which shows our rep and all that , so exactly what are your plans?
Or maybe we could use it as our cover image picture and this way we could advertise and spread the freedom message

Yes true, we all have blogs already, but the effect gives a quick and more effective presence of yourself as a member of the community. Now talking about places or instances u don't haave access to network, you have got your ID.
