When you are undelegating (delegating 0 SP) those previously delegated SP are unavailable for both sides (delegator and delegatee). In other words no one has them. The good news is that after HF20 it's 5 days waiting time, not 7 :)

I figured something like that was the case! I couldn't find any current info regarding delegation online, so thanks for the info! Oh and I just hit dolphin status today so expect some delegations soon :)
