Because this is the first time I notice it. And I value giving chances more over trying to incite oppressive behavior. Besides, it wouldn't be greyed out on Steemhunt without a second thumbs down and total - 10 score.
But I will gladly consider thumbing down those who try to incite such behavior. :)
