Streety App allows neighbors to share security camera live feeds and recorded video. It's available on iOS and Android.
Streety is a free app that is extending smart home security out into the neighborhood.
You can choose which cameras do you share. You can also select which neighbors have access to your cameras.
Neighbors can ask questions and post messages and videos to resolve any security issues.
Vivint is only activating the feature for outdoor cameras not for indoor ones.

Pros:
What I understand from this application is this application makes us as neighbors can be closer to the photos or videos that we share. Because in today's neighbors with neighbors do not greet each other. I think this is a social application that can bring us closer to our neighbors.
Cons:
I do not understand your description so I have to check it out right away.
