It was used as a way of neutralizing someone thought to be a threat to the state or potential tyrant. It has been called an "honourable exile" The word "ostracism" continues to be used for various cases of social shunning.
Procedure

I'd be interested to know more about how you think this could be used. Are you suggesting that Whales ostracise themselves for a certain period? Am not sure this would help as the Whales need to be part of the system for wealth redistribution to occur.
