The amount of votes doesn't matter much when you have users running around voting 1% of their low steempower with a low voting power % combined. Check out the user @jsantana for instance, he is voting with 1% on some posts while being at 5% voting power and having ~4k SP. That means he is practically voting with 1% of 200 SP on posts.
