I'm trying to understand the mechanism through which the blue wavelength will stabilize the atom... Why would any atom (whether element 115 or something else) be affected, in terms of increased stability, by blue light?

It stimulates the Protons using Photons at a certain wavelength/frequency that causes them to combine in a stable fashion.
First time I'm hearing this... Wouldn't that imply, that any radioactive material (including waste) could be neutralized / made stable using blue light?
Theoretically you can bombard any radioactive material with a non-radioactive material like LEAD and Blue Light and neutralize it's radioactivity.....theoretically!
