I'm not sure that this would necessarily be true. I think users will just not vote, and use their voting power on their own posts that they upvote so that they receive the full reward.
Also, it may end up working against new users who already can't get upvotes most of the time. I don't think five votes per day really helps anyone. When I see posts on the trending page with 100 votes or less, I really don't think, "Gee, there seems to be way too much voting happening here!" I'm not sure what problem this is actually trying to resolve.
