No the reputation rank helps, but think of it this way, imagine if every spam email you ever got cost you $ or VP. Would you flag them all? No you wouldn't, we need a system where there is 0 cost to flag someone and their reputation effects how much they are weighted down. If 50 known good steemians flag a user it costs them and others VP that could have been spent on up votes, in this proposed system they could identify the spammer and all could be alerted without the need to actually flag them.
