I read it and I know there is something like that. Just didn't know what the 45 min means. 45 min before others? or 45 min before the post payout?

...if there are many items on the bunny's watchlist that are within 36-12 hrs before payout, the one with least time until payout will be fluffed up first. That's where your bonus of 45 minutes comes into play...
Most of the time this actually won't matter much, but during peak times or whenever the bunny would run into a VP shortage this would play out in your favour.
