If someone wants votes without comments, they can get them.
There are two stores next to each other. One does the thing you dislike, the other offers the exact same service except they don't do the thing you dislike. You get to choose.
The root of this problem makes no sense at all because it's like you chose to let this issue exist. This makes the question frustratingly confusing to think about.
So yes, I think it's bad to flag a bot comment, because you could choose the exact same service with the same average ROI that doesnt leave a comment. It's kind of dumb.
