Really good points.
Since my first days here I'm lobbying for gamification of user interface, which would include such tips&tricks too. However that would be application specific, if enabled on steemit wouldn't be present on busy or chainbb.
Until user interfaces would be improved to be smarter than its users ;-) we can educate others by writing posts with tips, tricks, guides, and best practices, like this one.
Another example is @thecryptofiend's etiquette guide that is linked from the official Quick Start Guide which might need some upgrade to revision 3.0 :-)

And there are loads of articles out there but I think the problem is that new Steemit users read them over time, as they are trying out this platform. That's the downside of decentralizion - not everything is in one place :) So by the time they read them they may already have been flagged and learned trough "pain" ;) If a message would pop up "in the moment" they could prevent that...

I think most of the newbies use steemit platform though.. So I guess it would reach let's say 90% of the spamers
