How is HF20 going to solve it?
And still prevent spamming/making it expensive?
Right now, Steem can easily be blocked for minnows by bigger fish, they just need to massive follow and unfollow.. And the bandwidth goes down.
This is worse than downvoting, as you won't be able to access the blockchain anymore, if you are a minnow
