Ha yes. Sorry, it wasn't worded the best, but yes I think that makes the most sense...
It makes more sense then writing codes for how long before someone can vote on a post to deem whether they have read it or not... There is no perfect way, but that at least slows down clicks for the sake of clicking.
This site was created to reward good content. As is, good content gets lost constantly while reputable authors get voted for every post, no matter its content.
