The solution seems fairly simple, take the weighting out of Witness votes leaving all.witness votes equal and remove witness votes from Witnesses who are inactive for more than 3 months as well as the votes of users inactive for more than 3 months. Then the active users will be directing the ship.

I hear your point, I doubt they will ever go for a "democratic" solution... I think they like the idea of it being like voting for a corporation, the more shares you own, the more votes you have... And yes I agree about the inactive people too, that is a HUGE problem!
In a recent panel @ned sounded like he agreed, though not entirely clear if it was in the realm of SMTs, leaving steem as things are at the moment.
