The "rules" make it sound like a contest, and that kind of makes me cringe. That said, I think what you're doing is right-on.
It makes a lot of sense to commit a good portion of your upvoting power to the people who are reading and sharing and discussing and engaging with your content, and with you. And to upvote substantive content and commentary.
It's simple, value the things that are valuable.
