It's not just Twitter. It's everywhere. But not that bad in steemit. There are just other ways in other places. Mostly sponsored as you imply by governments.

I think Steemit is pretty much crap-free.
I am not even following this guy, somebody RT this in my home feed.
If you look my profile on Twitter, I follow almost 5k and I have over 6k followers , and a feed is sometimes so fast that I can't possibly attend all these posters.
Purge desperately needed.
