quality post for popularity, but sometimes I see a popularity beating quality, many people just look at articles that have great voting, and give a vote on that post, in fact, many articles not have great voting, but he have a quality, I just regret it

Sometimes good work is ignored and mediocre work rewarded, but you know, we can't let that get us down. We have to find a way to be okay with the unfairness of the world, or we'll waste our energy fretting over things we can't change. If we focus on what we can change, we'll see that we can change our own behavior. We can resteem articles we think are great. We can share our own articles on other locations, just as we would have to do if we had a blog on our own website. We can contribute to better work being seen by more people and not worry about the mediocre work often being rewarded more than we think it should.
