This is at the blockchain level, and it should require a hardfork. Too much work for a hacktahon.
And what do you think About the idea?
It's interesting at the first sight but I have to give it more thinking.
I hope tou would think About it And reply in the comments of my post. I think this system is perfect for removing old whale votes for inactive users. And i guess all witnesses in top 20 are prepared to the top positions. Now Its more a set And forget.
