It's likely going to discourage a lot of spammy posts, and even legitimate posts, and limit interaction on minnow pages. It's likely going to push a lot of new people into curating (rewards for liking based upon order and timing, as well as rewards for comments-and really I don't understand it myself) rather than on new content. But for that who continue to posts after the likely self-purge of minnow posts, there will be less competition and may see more votes and more rewards for new posts.
