Can I make a Site like Steemit.chat ? Or i need some permission from anyone ?

Hello Guys

I want to develop a new platform like steemit.chat, But it will not be for chatting. 

I cannot reveal full details now, there will be no advertising, Only donation based.

I will also develop android and ios apps, I have big plans, But whoese permission i need ??
