No, it does not reward you that someone votes on your post after 7 days. This may change in the future, it has changed before. This includes comments as well, they also pay out after 7 days and can't earn any rewards for votes after that.
The rewards pool is constantly filling up with about 46,000 coins every day, independent on how much the value on the market is. The network wish to generate an even amount of new coins every day. If there is a higher demand on pool rewards there will be less "coins" per user, but most likely a higher demand on them will mean a higher value per coin. Source
