I can definitely understand the frustration, perhaps whoever is in charge should implement some system which will stop users from upvoting the same publisher too many times consecutively. I do think it's pretty abhorable if it is occurring. But if there are so many more minnows, wouldn't we be just as effective by banding together? I propose we do just that, an agreement to upvote, resteem OR promote each others posts regularly. Enough of us together could significantly increase each others rankings
