That is OK. Tis the nature of this beast. However, look at @penguinpablo's post. Roughly 1000 or more accounts daily. Sometimes peaking at 10K or 20K.
The reason that these accounts go through surges is because the approval process is manual to weed out bots. It becomes extremely difficult to create a bot account this way. It would be far easier just to create bot accounts through different means including paying for them. Considering that the majority of accounts are created through the normal sign-up and verification method, it would make sense that the majority of these accounts are real people.
My belief is that the majority are not bots, but the majority have quit using Steemit. Not to worry, all social media platforms have a significant amount of people that quit. Just look at Facebook. They have long since created enough accounts to surpass every living human on earth. The majority of their accounts are no longer being used by a number of at least 5 billion. By the way, they have huge amounts of bots. The most worrisome are the ones designed by Facebook that collect personal data.
