It's legitimate. If a #whale upvoted more than 20 times in 24 hours, its vote weight decreased dramatically, leading to lower value to your post. and that's the main reason why I don't want a whale's upvote.

Is anyone able to confirm this theory? It is different than my understanding. I thought if someone voted 30 times in 24 hours, that their first 20 votes would be at 5% weight and then votes 21-30 would be at a lower value. Is my understanding incorrect?
