It's a site named Canva.com
They offer a lot o free tools to create beautiful images for our posts here on Steemit.
For exemple you can easely add the Steemit logo on your pics.

Canva is nice. I used it several times in the past and can recommend it if you are searching for a fast and simple graphic tool. I made thumbnails for my YouTube videos with it but it's useful for Steemit as well.
But if you want to edit your photos it's not the best tool and you should use real Photoshop (or something similar).
