Witnesses - too many red and orange colors at the top

There is way too many red (and orange) color at the top. We should start rewarding green color and un-voting the laggards. Let's start bringing in witnesses from bellow that deserve it, into top 20

I believe this is not the correct way to measure it. This column just shows the number of missed blocks and does not take into account for how long this witness was up. A kind of ratio would be more correct way to measure witnesses. And this Ratio should take into account time as well.

Would you say that the ones that have low green number of missed blocks are doing worse job?

Until I get better metric I will use this:

• Red number - out.
• High orange number - out.
• Green number - in.

I'm just saying that the ones with 500 missing blocks and 1000 days up probably are better than those who have 100 missing blocks and are 150 days up.
