Education on Charity Program in My Country

After prolonged conflict hit Aceh, and the Tsunami that hit the shores of the province of Aceh, the victims fell in turn like a wave granulated tube filled the mainland. Aceh is in the spotlight of the world, almost all infrastructure is damaged and aid comes from various countries and some non-governmental organizations. Thank God, after 13 years of Tsunami disaster the situation began recovered in the Aceh.

Orphan Kafala Program is one of the Tsunami and Conflict victims orphanage empowerment program, initiated by the Islamic Cooperation Organization which is directly mandated for its financial management to IDB (Islamic Development Bank). The program has been running since 2006 in several areas in Aceh such as Banda Aceh City, Aceh Besar, Pidie, Pidie Jaya, North Aceh and Lhokseumawe City, although by the end of 2016 the program has also touched Aceh Jaya and Bireueun.

Formally, the program is an IDB pilot project that will be applied in some countries that share similar backgrounds as Aceh (conflict and natural disaster), there are some countries in Africa and Asia that will also apply the same program. Fundrising fund of program are coming from donation of donors of various quarters, state, humanitarian or private foundations. The collected funds are planned for program empowerment over the next 15 years, from 2006 to 2020.

The programs implemented include several aspects of life support such as; education, health and rehabilitation. Program implementers are national non-profit organizations that are bound by MoU with IDB directly, such as; Rumah Zakat, PKPU and Baitulmaal Muamalat. Program funds also include 30USD divided according to the main task program planning function (Logical Framework Activity) including 24USD transferred to the beneficiary (orphans) each month to each account on their behalf, and the rest is divided into the three items I described, such as 2USD for orphan education, 1USD for their supervision, 2USD for orphan health and 1USD for trainng and rehabilitation programs.

Program funds other than 24USD are managed by the implementing agency to improve the welfare of orphans, such as education funds are packaged in some form of activity such as the distribution of school tools for each orphan, because this program aims to stimulate the beneficiaries to continue and be motivated to follow educational level. Then other forms of educational activities are also like the provision of additional classes for some subjects in accordance with the needs of orphans, extracurricular activity that related to their school also guided fun in this program so that orphans can learn without any boredom and distress.

In the orphan health program each year is given a medical check-up facility to monitor their health gradually, if found some diseases that must be handled seriously, the medical team is ready to provide referrals for more intensive treatment to a trusted hospital, even in some cases are referred to Malaysia for more complete treatment.

While training and rehabilitation programs are more to provide additional skills to orphans in the form of trainings and seminars in running a business, training forms are more vocational such as; training workshops for motorcycle, smartphone and computer service training, sewing training, facial and cosmetology training, at the end of each year the participants are given training materials to compete in the business world, including motivational materials, business feasibility studies, risk and financial management. Usually the participants in the training and rehabilitation program are those at the level of education that have a strong emotion for entrepreneurship, to avoid unemployment program is highly considered for the realization of a true empowerment program able to answer every problem of the beneficiaries of the program.

The participants of the program also vary greatly, from the age of 5 years old to the age of 18 years old. Because to be able to follow this program orphans also required to follow formal education, because without education is very difficult to harmonize an empowerment in orphans. The orphans are also invited to participate interactively in this program such as monthly guidance counseling guided by tutors who are ready to go to their home, orphan supervision is also very contributing to the emotional development of each orphan, ordinary problems discussed here and if necessary the guardian of orphan also invited to obtain more complete information, sometimes this activity also combine with counseling the parents by teaching tricks and tips for adolescents modern age.

In this program, I am as a reporting officer in field office of Pidie, Pidie Jaya, Aceh Utara and Lhokseumawe areas reported that there were 40 more volunteers who joined in advancing this orphan empowerment program. What we believe is that this program is very helpful for poor families living far away (remote area) in the province of Aceh.

Setelah konflik yang berkepanjangan melanda Aceh, dan musibah Tsunami yang menerjang bibir pantai provinsi Aceh korban berjatuhan silih berganti bak butiran ombak berserakan memenuhi relung daratan bumi Serambi Mekah. Aceh menjadi sorotan dunia, hampir semua infastruktur rusak dan bantuan datang dari berbagai negara dan beberapa lembaga swadaya masyarakat. Alhamdulillah, setelah 13 tahun musibah Tsunami pembenahan pun mulai terasa dalam masyarakat Aceh.

Orphan Kafalah Program merupakan salahsatu program pemberdayaan anak yatim korban Tsunami dan Konflik yang diinisiasi oleh Organisasi Kerjasama Islam yang diberikan mandat secara langsung utuk pengelolaan keuangannya kepada IDB (Islamic Development Bank). Program sudah berjalan semenjak 2006 di beberapa daerah di Aceh seperti Kota Banda Aceh, Aceh Besar, Pidie, Pidie Jaya, Aceh Utara dan Kota Lhokseumawe, walau pada akhir 2016 program juga sudah menyentuh Aceh Jaya dan Bireueun.

Secara pembentukan, program merupakan pilot project nya IDB yang nantinya akan diterapkan di beberapa negara yang mempunyai kemiripan latar belakang yang sama seperti Aceh (konflik dan bencana alam), ada beberapa negara di Afrika dan Asia yang juga akan diterapkan program yang sama. Dana program merupakan hasil sumbangan para donatur dari berbagai kalangan, baik itu negara, yayasan kemanusiaan atau pribadi. Dana yang terkumpul di rencanakan untuk pemberdayaan program selama 15 tahun ke depan, mulai dari 2006 sampai 2020.

Adapun program yang dilaksanakan meliputi beberapa aspek penunjang kehidupan seperti; pendidikan, kesehatan dan rehabilitasi. Pelaksana program merupakan lembaga swadaya masyarakat bertaraf nasional yang terikat MoU dengan IDB langsung, seperti; Rumah Zakat, PKPU dan Baitulmaal Muamalat. Dana program juga meliputi 30USD yang dibagi sesuai tupoksi perencanaan program meliputi 24USD yang ditransfer kepada si penerima manfaat (anak yatim) setiap bulannya ke masing-masing rekening atas nama mereka, dan selebihnya dibagi kepada tiga item tadi yang saya jelaskan, seperti 2USD untuk pendidikan anak yatim, 1USD untuk supervisi mereka, 2USD untuk kesehatan anak yatim dan 1USD untuk program trainng dan rehabilitasi anak yatim.

Dana program selain dari 24USD dikelola oleh lembaga pelaksana tadi untuk meningkatkan kesejahteraan para anak yatim, seperti dana pendidikan dikemas dalam beberapa bentuk kegiatan seperti pengadaan alat sekolah bagi setiap anak yatim, karena dalam program ini salah satu tujuannya adalah merangsang para penerima manfaat untuk terus termotivasi mengikuti jenjang pendidikan. Kemudian bentuk kegiatan pendidikan lainnya juga seperti pengadaan kelas tambahan untuk beberapa mata pelajaran sesuai dengan kebutuhan anak yatim, ekstrakurikuler juga dipandu secara menyenangkan dalam program ini supaya anak yatim dapat belajar tanpa ada rasa bosan dan tertekan. Pada program kesehatan anak yatim setiap tahunnya diberikan fasilitas medikal check-up untuk memonitoring kesehatan mereka secara bertahap, apabila ditemukan beberapa penyakit yang harus ditangani secara serius, para tim medis siap memberikan rujukan untuk dilakukan penanganan yang lebih intensif ke rumah sakit terpercaya, bahkan dalam beberapa kasus ada yang dirujuk ke Malaysia untuk mendapatkan penanganan yang lebih lengkap lagi. Sedangkan program training dan rehabilitasi lebih kepada memberikan skil tambahan kepada anak yatim dalam bentuk pelatihan-pelatihan dan seminar dalam menjalankan sebuah usaha, bentuk pelatihan juga bersifat kejuruan seperti; pelatihan perbengkelan, pelatihan servis hp dan komputer, pelatihan menjahit, pelatihan tatarias wajah dan pelaminan, di akhir tahun setiap peserta diberikan materi pembekalan untuk dapat bersaing di dunia usaha, meliputi materi motivasi, studi kelayakan bisnis serta manajemen resiko dan keuangan. Biasanya peserta pada program training dan rehabilitasi adalah mereka pada jenjang pendidikan sma yang mempunyai emosi kuat untuk berwirausaha, untuk menghindari pengangguran program ini sangat diperhatikan demi terwujudnya program pemberdayaan yang benar mampu menjawab setiap permasalahan para penerima manfaat program.

Para peserta program juga sangat bervariasi, mulai dari umur 5 tahun sampai umur 18 tahun. Karena untuk bisa mengikuti program ini juga para anak yatim diwajibkan mengikuti pendidikan formal, karena tanpa pendidikan sangat sulit untuk menyelaraskan sebuah pemberdayaan dalam diri anak yatim. Para anak yatim juga diajak untuk ikut serta secara interaktif dalam program ini seperti diadakan pembinaan pekanan sebulan sekali yang dipandu oleh para tutor yang siap terjun ke lapangan, supervisi anak yatim juga sangat memberikan kontribusi terhadsp perkembangan emosional masing-masing anak yatim, biasa permasalahan didiskusikan disini dan apabila diperlukan para walinyatim juga didatangkan untuk mendapatkan informasi yang lebih lengkap, terkadang kegiatan ini juga kita padukan lebih kepada konseling para orang tua dengan mengajarkan trik dan tip menghadapi anak remaja zaman modern.

Dalam program ini, saya selaku reporting officer pada area Pidie, Pidie Jaya, Aceh Utara dan Kota Lhokseumawe melaporkan bahwa ada 40 relawan lebih yang tergabung dalam memajukan program pemberdayaan anak yatim ini. Yang kami rasakan adalah program ini sangat membantu keluarga miskin yang tinggal jauh di pelosok pedalam provinsi Aceh.
