It's a service by @transisto I believe. Since knowing about them 2 weeks ago I've used them twice, I liked the outcome and will be using it more often in the future. Apparently they also do it for comments but I haven't tried that one.

For the sp issue you could use likwid to get all your payout in liquid steem
