Are college students weather-proof?

Every time there is a weather system in the Philippines, the most popular question being asked is Naay Klase?. This is because of the effects of typhoons like floods, landslides, trees being uprooted, utility posts obstructing roads , etc. Because of this effects, parents are adamant to send their children to school especially the elementary students. however, most local government units announce suspensions of classes very late, like when the children are already in school or are on their way. this sometimes leads to disasters especially when children need to cross rivers. Due to this, local government units now announce suspension of classes even though the effects of the typhoon has not yet been felt.

However, most often than not, they only suspend classes from kindergarten up to high school. What do they think of college students? Did they think college students are weather proof? That they can be spared of the floodings which are very massive nowadays? That they cannot be buried under landslides because they are college students?
