Great to read what's coming up on the horizon in physics. I'm currently in Shanghai, in China there is a huge appetite to move away from basic manufacturing and show the world that China can be a leader in advanced science and engineering. I think a huge project like this would have the government ( and therefore the country) behind it.

This is not clear. We cannot underestimate politics. For instance, other fields of science may not be happy to see particle physics receiving tons of money. Also, China may need other countries to commit as well. So both nationally and internationally, politics plays a role.

PS: Shanghai is the city I have preferred in China! (Although I have only visited two of them) :)
