Even though chloroform is a poor tool to be used by a criminal, people can be knocked out by it; they just need to be still for a few minutes as the concentration of the chloroform used might have been mild than what have been calibrated for surgical uses.
It is really a dangerous tool at the same time a useful tool if it can be restricted to only those who will put good use to it.
