@cloudspyder @monsterjamgold Thanks for your interest. The main person behind the project is @btcsam who is a Steem user since 2017. The introduction post was updated and now you'll find that information in the post as well.
And Delegator votes will be checked every day. If an user posts spam or other low-quality content he will get a warning first and corresponding upvotes will be revoked. Users who post only content like that may be excluded.
