There are two ways:
Get more Steem Power. The number of rules you can have goes up as your Steem Power goes up.
Upgrade to premium service. Premium costs 3 SBD per month per Steemit account, and gives you a maximum of 500 voting rules.

How might I arrange the premium service?
Simply send payment for however many months you want to the @steemvoter account. Premium service will be activated 24-48 hours after payment is received.
I simply sent payment to steemvoter. I have noticed though that there is a memo next to other peoples saying 'for premium services' and things like that. But when I was transferring the sbd of I put my public memo in as it asked for a memo.
Have i been incredibly stupid?
Will they know what the 3 sbd is for?
Can the whole world now have access to my account ??

When you send Steem or SBD to someone, you can put whatever you want in the memo field. It's basically just a line of text for sending a note along with the money. For premium upgrades, the memo is optional, we don't really need it as we know what your payment is for. But lots of people choose to put a memo anyway for clarity.
You should never put any kind of key in the memo field. Luckily, you put a public key not the private one, so no harm done. In order for someone to gain access to your account they would need the private key.
