I agree. Kind of ironic too considering Capitalism began in the Netherlands, they built the very first stock market. If I understand correctly the proposal says the exit tax will impact those leaving the Netherlands for five years after they leave. I'm not seeing anything mentioned much about a flat percentage upon surrender of citizenship like we have here in the US.

No, I haven't heard anything about that, but I have been following and investing in COTI for a while now which is a chain that is doing some interesting things with privacy and security.
