Germans actually enforce the "passing lane" rule. You won't get a ticket for speeding, but holding up traffic will get you in trouble with law enforcement.

Yes indeed. When we drove in Germany some years ago, we could see that there was tremendous respect for and compliance with the Passing Lane concept.
I did once see an officer here in the US enforce the matter on my behalf when another idiot on the freeway was obstructing... That was quite gratifying! ;)
