"Debatten om virtuella tillgångar är bara i sin linda. Ingen av oss vet var det kommer att sluta, men det har tvingat oss att ompröva vad vi vet. Vi har lärt oss att virtuella tillgångar inte respekterar några gränser. Reglerin>gen ligger ofta bakom hörnet men det går inte att hålla koll på den dagliga utvecklingen. Åtminstone den utveckling vi känner till, vilket har resulterat i att vissa länder har förbjudit virtuella valutor och andra har nya, strikta lagar för att kontrollera dem. Många länder vet helt enkelt inte vad de ska göra. Deras politik är förvirrad eller undvikande. Vissa länder tror att virtuella valutor bara är ett problem för utvecklade länder som Schweiz, Tyskland, Singapore eller USA.
Men virtuella valutor kan - kommer - att bli en del av ekonomisk praxis i alla länder, var som helst. Låt mig upprepa att: dessa valutor försvinner inte och de kommer att växa till alla ekonomier och alla delar av världen. Vissa platser, små ekonomier, kanske blir beroende av virtuella tillgångar för överlevnad. Och dessa valutor kommer att ligga utanför traditionella monetära förmedlare som regeringar, banker, investerare, ministerier eller internationella organisationer.
Vi bevittnar nu en teknisk revolution. Kanske bevittnar vi även ett modernt mirakel (betoning läggs till). "
