V2K is being used in the wild on civvies 100%. They are manchurian'ing people with that shit on a daily basis. It's generally a mix of neuro linguistics programming and just fucking with people to get them to think the neighbour is in on it or whatever..
First hand experienced this stuff myself. They are running ops on people.. Civvies they deem as undesirables for any reason they decide or fabricate.
