Apparently there is an industry dedicated to getting mobile apps a high ranking. According to this article this picture may show this being done manually. It may be cheap enough in China to pay someone to sit there and install apps hundreds of times. Note that the image has not been verified, but these services do exist.

Is it not possible for the app-stores to notice such behaviour? If many apps are being installed on the same device in a short period then it's probably not genuine. They may also be able to spot rogue internet addresses, but I expect there are ways around this.
The battle against fraud never ends. Someone will always find a way if there is money to be made.

Everyone turns a blind eye because their all making a bundle from these apps doing good ! So none of them care , and it looks like she's on at least 60 different devices ! Can you imagine sitting there all day doing that !? OMG! For barely any money I'm guessing ! And as usual the rich get richer ! 👍📱📲💻
The problem is that many people will not look beyond the first page of the app store, so you need to be up there. There's all sorts of fraud going on such as registering masses of accounts for social sites. Steemit has been designed to discourage that, but we see bots voting en-masse
Well that's true ! I think it's going to be harder to control as more people join ! I'm sure they will come up with other ways to deal with it ! 😉👍
