Well, anime in general has always touched those topics, either implicitly or explicitly haha and Sailor Moon always showed aspects that were not socially accepted, like the romance between an adult (Mamoru) and a 14 year old girl (Usagi), or the strange affection that Chibiusa felt for her father 👀

As for the romance between a 14-year-old and an adult student, that could still work. I mean, I'm not saying this as a guy who would like to have a younger partner, I just remember when there were such relationships at my school. And also among friends I met on the internet. Today we know that it's not cool and should be avoided.

As for SM, yes, anime have touched on such issues, but the author of Sailor Moon went a few steps further and overdid it. And most importantly, her story has become mega popular, so everyone knows it :P.
