This seems to illustrate well how good and bad behaviour can't be decided by single actions. Actions are always subjective to whoever is behind it. We would love to create a foolproof way to make things black and white or create algorithms that only support good behaviour, but inevitably it ends up punishing the good along with the bad. As the world is slowly changing from innocent until proven guilty, to guilty unless you prove your innocence I guess it's not surprising that something like this list could trigger people.
