Coinstarter is a service for kickstarting ICOs.
Currently in beta, the service is offering free tokens to those who signup.
I haven't looked much about their service, but the number of tokens they offer keeps on reducing.
Previously the number of tokens was 50, but now they are offering 15 tokens.
A free token is always welcome, because you never know when you might hit the jackpot.
