Hey Tool Nerds!
Cleaning out the garage is unearthing some unusual things!

Please help me figure out WTF this is...

This is a relatively heavy piece for its size.
It weighs 4.1 ounces.

Both ends turn freely in both directions.
Each end can be pushed in an 1/8 of an inch or so,
though only independently, not at the same time.
When turned simultaneously in opposite directions in the "in" position,
it makes a ratchet-type movement and sound,
then pop right back out when released as if they are spring loaded.

The collar near the barrel on the end shown above
goes in flush with the barrel when that end is pressed in.

If you recognize this,
please tell me:
1. what it is
2. what it's intended to be used for
3. if it still looks useable for its original purpose
4. alternative ideas on how to use it.

Looks like something for use in a drill. No clue what though.
Someone on FB mentioned that too. I have no idea what it would be used for either.
