The in-for-out ratio provides an indication whether @treeplanter's upvote capacity can cover new requests. Taking the above numbers:
in-for-out = Upvote capacity / New upvote request value = 11.02 / 23.09 = 0.47

When the ratio is below 1 the queue will get longer because there is not enough capacity to upvote all incoming request. The other way around, when it is above 1 the queue will reduce and in the end disappear.

There are 3 ways to resolve the issue:

  1. @treeplanter needs to increase its SP to 40.000 (not sure if they can afford this)
  2. For new requests the value needs to be reduced to 0.1 SBD (can be done very quickly)
  3. Hope that the SBD value increases again to 2 USD
