deviant behavior is the behavior of citizens who are considered not in accordance with the rules of custom rules or social norms that apply. Normatively, this viewpoint is based on the assumption that deviation is a violation of a social norm. the norm in this case is a standard of "what should or should not be thought, said, or done by citizens in a particular situation.
