A Hard Pill to Swallow

Did you know that Japan didn't allow the birth control pill to be sold there until 1999. The government wanted more population to pay for an increase of retirees, so they deliberately kept it off the market. After it was released they instead offered financial incentives to push people to have more children, and many did, but then a year and a half later Fukushima happened and they said, sorry can't afford that incentive, you can keep the children though. Remember, Japan is democratic and first world just like us.
Should a government apply farming practices to its population?
Does that still render it a government, or something else? And if so, what?
