It can't be easy to create a system that everyone thinks is fair. A council house is a sort of benefit, but not one you can just take away. There have to be the right incentives to work and earn. I'm glad I don't have to sort that out.
In a lot of cities the regular prices are just crazy so people can't live near work. Just 'letting the markets decide' does not always benefit society.
