The text in the original picture says that every image should not see it twice. That is something while different as not appearing twice in a cell. Since there is no living inmate in cell 13, I would assume one could enter cell 13 again.
If it's really not allowed to enter a cell twice I don't see any possible solution. So I really love to see your answer!
